To be honest if both faction being prick then the story not really move forward for me, one aspect about a protagonist in every story is 1.Self improvement to be better one self both body and personality 2.bettering your surroundings either people around you or your enemy

Either the father doesn't mean what he said, wants to see if the spare part is at least worth a penny or just can't stand letting an opportunity to get one up against the other house pass by, even if said opportunity might end up wasted because it's the spare part. Truth be told, it can go plenty of ways, some of which I think it could:

Roy wins for the one vote turned over by the commoner

Van tries to "give" his win away because he believe Roy is the better choice due to some circumstance

It's a loss. And not by close.

As you said it yourself, there is a long time for the process, even with time skips I don't think they will go IMMEDIATELY to 6 months later, day of the decision. There is plenty of time for things to change and for Roy (and Van) to do things that might point to a certain outcome over other possibilities. Right now, too soon.
