Idk, she seems fairly normal, albeit a bit more aggressive/assertive then the standard girls you see in a lot of manga.
She is a bit lewd, but nothing too outlandish for their kind of relationship. Different people act differently with certain people because they either a) know little about them and are unsure of the perceived relationship between them, let alone what would be considered acceptable or offensive behaviour outside of their normal interactions. Or b) know them well enough to understand their relationship and what would be considered acceptable or offensive, and where that line is. For this pair, it is option B. They are not strangers, and have a decent relationship where eachothers personality has been understood for the most part. They seem to know what would considered "taking it too far" for the other.
Also, she seems fairly interested in him romanticly. She at least is comfortable enough to sit on him and comment about being allowed to touch eachother anywhere.
Most people wont do that even if they like a person as a friend. Only with specific and/or rare cases does this happen, and even then, it is either because they have a long history between them, one is confirmed to be taken and is serious about it, meaning all this is is just teasing, both have a lot of excess self confidence and wont get embarrassed easily, are actually that sexually liberal, drunk/inebriated, or they are 2 girls who are very close, plutonic friends. If there is a lot, and it happens often, there is a good chance that they are into you.

While it may appear that way, I do not think it is. For 1, he immediately asks her out right after. 2, he never once asked her to get off of him. 3, he says he "cannot" touch her, not "he doesn't want to" or "he will never". This implies that he is not opposed to it, but that certain circumstances prevent it. I mean, they are currently in a school classroom and all. So him being "flustered" is likely more out of concern for being caught off guard and worry that they could be found in this position by someone.
There is also a difference between "taking it too far", and "moving too fast". This is closer to the second. Taking it too far would be if she tried to rape him, or kidnapped him.
But she, in also a semi-joking manner, offered to touch him, then offered the inverse when it was shot down, then agreed to the date when that was shot down and his alternative was asked. She never insisted, but slowed her own pace to match his proposed pace. She simply is more ready than he is, but is not against going a bit slower for his sake.

@JavelinJoe You, like me, have the right to your own opinions and it's quite apparent that we'll never agree.
@FredFriendly She would be his girlfriend if she could, I guess she just finds it easier to tease him because she knows he has no balls to do anything most of the time. And if he did, she knows him well enough, so she knows that she'll be considered his girlfriend at that point. It's basically a win-win situation.
Here's where knowledge that Christmas Eve in Japan is pretty much a lover's holiday comes in handy. Where smexy things tend to happen in love hotels and the like after a dinner at a fancy restaurant. Oh, and after the exchange of their lover's Christmas presents, of course. Kinda brings her, her mom's, and her dad's reactions all into perspective... XD
