Chan speak for otaku. Apparently, its origin comes from a typo, note how the 'O' and the 'P' are next to each other. It's similar to the slang word 'Gar', like I'm gar for Archer, which is also a meme born from a typo.

And now that I've read the chapter, I noticed some mistranslations as well. Like on page 3: 硬くなってるのバレないように必死になってるポタクかわい which should be something like: It's so cute how he's (Potaku) so desperately trying to hide his boner.
Oh, well. Not that it really matters.
