No, that's Mimikyu. It is supposed to look like Pikachu.

This pokemon wears an old rag/cloth on top that it uses to cover.
Those two belly dots are his eyes.

Could go in more detail but this isn't pokemon chapter discussion.

Gen 7 is one of my favorite Pokémon games from the 3ds that reeled me back into Pokémon!!

Wow.. you're right. I don't see that two dot eye like
I don't know much about pokemon, but I used to play Pokemon Unite, so at least I know Rowlet evolve to Decidueye and Eevee can evolve to many pokemon, three form are playable on my game (Sylveon, Espeon, Glaceon)
