I looked around and reviewed some discussion sections.
I found nothing about asking a translation group to pick up what I call an "Orphan series". There are many reasons why a series would become orphaned.

1. Nothing posted in over a year.
2. Nobody likes it low rated.
3. Snipping wars, then nobody translates it.
4. Group abandonment. Or group breakup.
5. An argument followed by the translation group de-listing all there postings.
6. Official translation of the series. Now found behind a pay wall (or not).

The sub-forum could be very simple. Tittle is the requested series. Body of message is "Please pick up." Other users could respond with a yes or no request. Not meant to be "I hate that series, eat S*t and D*" comment war.

Thoughts?
:)

What you asked for sounds similar to rules #2 of what not to do in the Scanlator forum
https://forums.mangadex.org/threads/scanlator-subforum-guidelines.1069536/
If it was only a black n white world, The answer would be yes it does. The problem here is I am not asking for a new manga to get translated. What makes my question very grey. There are some manga's had at one point 5 groups translating in just the English language alone (some snipping involved). Not counting non-English groups that helped out with other chapters.

What really burns me, some manga were very near last chapter only to quit. Looking around "other sites" same stop point. The last group that was translating disbanded or plainly stopped short. Some very big translation groups are not innocent of dropping manga's. They would translate for many months or years then quit.

The subgroup I am asking for my very well be only "wishful thinking on my part". When people start to get nasty in there arguments it can evolve into "Reductio ad Hitlerum". This sentence alone proves the need of scanlator rule 2.

It doesn't matter if it's a new manga or an old one, that rule (that I asked to be included in the general rules to avoid posts done by ignorance) exists to warn that MangaDex is not responsible for series that scanlators do and this is not that kind of site (same reason for not advertising paid positions). Drama part aside, scanlators do the series they want and if you want to see the end of those series you can either go and ask other scanlation groups of the same genre (to their Discord for instance) or check if the series has been officially translated. Or you can form your own scanlation group, but definitely this kind of suggestion will receive the same acceptance than this other.

If the "don't request scanlations" rule applies to the entire forums and not just the scanlator subforum, should this thread be closed too?
I remember there was a thread like this in v3 too but I can't find it.

From my interactions with Bravedude8 I'd say it is not allowed in any subforum, but unless they get reported they can remain there until someone notices them (normally if someone posts again) or end up forgotten. Same for paid positions, they may appear as self-promotion in subforums other than Recruitement and nevertheless get taken down.

It would be a pain to moderate

To expand:
There would be so many duplicates. Most users seemingly have no idea how search works.
Users already have a hard enough time following similar rules over in Upload Requests
The number of users that assume a group dropped something because either there was no chapter that week/month/quarter/etc. or some irl stuff delaying the group's release is insane
Drama baiters will just use it to fuel pointless stupid drama
