While it's not a hard set rule, a manga in 3 volumes usually means that the axe came down and the author had to wrap it up with however many chapters are left.
And while I agree that this plot point could have been explored more. It could easily have been a drag to read with some really contrived drama... So I'm kind of happy we had a short but sweet resolution.
