I wouldn't leave such a map just lying on the table in a foreign country. Elaine even knows that country has people who aren't friendly. Even if it was a perfectly friendly place, the dungeon and everything in it would still belong to the country. Her whole point was to sneak in and claim the staff before anyone because even aware of the dungeon. Yet she just left the map on the table, for anyone walking into her office to find. This is supposedly the woman who in her previous life was running a hundred schemes to capture a whole kingdom, largely behind the scenes, almost succeeding. Maybe the author didn't quite think through all the details here.
