I don't even get what is so weird about it. Baldurs Gate 3 had a similar mechanic, with poisoned weapons. Slowing down enemies isn't that weird a thing.

I think the problem is less 40% slow(I seen plenty of game that goes higher), but the duration. While I have not play BG3, I know it is a turn taking game. This is a realtime game. Have you ever seen fighting game or MMO fight where the CC last that long? Most fight don't even last 2 minutes. That is broken af, even if it not hard CC.
That being said, if they go with 'decrease move speed for rest of the fight' for realism, perfectly reasonable, fight should not going to last that long anyway. Only fight that should last long are raid boss where characters have chance to refresh/swap.
