Not giving anything on Valentine's is about like not giving anything on birthdays or Christmas. Well, in manga culture, at least.

It's not too clingy to give a handmade gift to your boyfriend.

If you want to pretend you're not involved, try not to blush too hard at a single mention.

Even if you're not materialistic, gifts can still be happiness.

They've only been going out for like a week, it might be coming on a little too strong.
We're talking about things that are customary to give to someone as a confession or before confessing, so I don't think a week into a relationship is too early.

The keyword here is handmade.
I know that. I wrote the word. That's why I wrote my argument the way I did.

Or do you mean to imply that it's "too strong" to give handmade chocolate to someone you love and in a romantic relationship with, on a day when it's customary to give chocolate, often handmade, to someone you love, whether it's because you're already in a relationship or you hope to get into one?

Valentine's chapters where this happens exist in almost every romcom manga out there, and most of those they're not in a relationship (yet). The couple we're talking about is officially a relationship, which sets them ahead of most of the characters in other mangas.
