He got a skillbook through the pet store which taught Skelly the fuse ability. That's why it could fuse with the Tang chick even though she's also not legendary tier.

So earlier he fused with skelly and selected the fuse ability, then fused with his dragon. I guess if he learns real fusion, he'll be able to fuse with all 3 of his pets.
