A lot of it is roughly based off of "His Name is 101" (その名は101) which is a 1977 followup to Babel II except ignoring part 4 (the last volume of the 12 volume release—the original serialization was suddenly extended due to the popularity of the anime, resulting in a rushed development which Yokoyama was unsatisfied with). It's not been translated by this group but the first two volumes have a translation floating around though they're not up on MangaDex yet. In that series, Kōichi is convinced by the US government to allow them to research the regenerative powers of his blood. However, he's betrayed and discovers that his blood has been used to make superpowered agents for the CIA. This results in him hunting down those running amok with his powers while simultaneously the CIA tries to recapture him.

Note though that "The Returner" also takes elements from other related works including the 1973 TV anime and has original developments as well, so it's not totally a direct followup.
