When he mentions “this life” he is telling her he thought she had died since they last met. Or that at the very least they wouldn’t see each other until after they died and they reincarnated into their next life.

The dynasty they mention is referring to the political leaders. A dynasty is basically a monarchy where the rulers all come from one extended family. When you have a change in dynasty it usually signifies that a new family has taken over, whether peacefully or not.
