I didn't say Kito smoked the cigarette, but I am saying that Kito instigated Mouri to quit DL. Kito continues to be a conniving imp and he was definitely planning to drag DL down with him. That Kadomatsu was observant of him gives hope that he gets the imp caught red-handed and rightfully kicked.
