It's in large part because she's 11. Kids tend to say (and do) what they think/want without worrying about how others will take it. When a kid precociously falls in love with an adult, you get stuff like what Mai is doing to Tae because of that.

Something interesting to think about: would Mai be as dangerous emotionally if she looked more like Hitomi and Yuki?* Probably not.
