On the other hand, I'm curious (from child development and psychological side) if speech delay related to mentality or if 'pretending to be a (mentally ill) kid' making her mental development late, or something like that, I'm not even sure.

The princess seems... mentally adult but childish? Or maybe she used to pretend so long it become her habit? (I read somewhere it's actually harmful for person pretending to be crazy because they can be crazy for real.) Her logic is fine, tho. Or maybe she's just simply super late bloomer? (due speech delay and confinement (aka very limited environment influence).

isn't it because she's been sheltered and simply doesn't have experience? as in, a healthy learning environment, social interaction, etc. you naturally learn from all of that and develop your mentality. So it makes sense that she would be childish since she couldn't actually "grow up".

Psychologically, your personality is set by the time you are 18 or thereabouts. Personality disorders, by definition, are diagnosed from having traits before this age. For Miesa, her maturation and growth are likely stunted from being repressed so long while as a child, so while her ability to learn "normal" things was there, it just wasn't used. She can change, but it'll be as an adult and we all know how much more consciously and slow it takes to work on those aspects at an older age.
