It's a horrifically cruel practice, and definitely causes long-term problems even from an amoral perspective, but historically it's not an uncommon choice for empires to make. Infamously, the Roman Empire's agricultural sector grew more and more dominated by giant latifundia (plantations owned by the wealthy and worked by slaves). Did this lead to slave rebellions and broader societal strife? Of course, but it didn't lead to immediate collapse either, and it was very profitable indeed for the people who owned those latifundia.
