I suppose the child soldiers could assassinate Carl or plot a mutiny with grave risk to their family in the likely case of failure at any point. Still, it's unreasonable to expect the same solidarity in the story to manifest to scale from a ragtag bunch of boys much younger than the story group and more prone to treacherous behaviour due to immediate motivations such as the coveted promotion. Also, why is the weak strong conflict necessarily bad? It can ensure that good forces rule just as it does bad. Case in point, the abolition of slavery in the US.
