Ty for the translation.
Regarding other programs, the programs mostly used to just erase/place down text so photoshop is one of the better programs to use ( at least in my opinion, but I could be totally wrong). Also if I may ask, what method do you use to get the images because they still look a bit blurry. I assume you just download them from pixiv directly?

i drag the images from pixiv to pixlr(photoshop alternative) then i draw over the text and translate it
when i finish translating it i download them to my folder then upload them to mangadex

Sorry for the late reply, forgot to check this lol.
Dragging and dropping images will lead to significantly lower quality than even just clicking the "save image as" option though I don't reccomend this. What I would advise you to do is either look up some type of "Pixiv image downloader". There are lots of like chrome extentions, tampermonkey scripts, etc that you can find that allow you to download the image as a higher quality. Though it's inefficent, personally I use an extension called "Max Image URL" which tries to find the highest quality image that it can, then I would just download the images given. I don't know what web browser you're using (personally I use firefox and Max Image Url so that's what I'm most familiar with) but for chrome/chromium based browsers you can use Pixiv ToolKit Next or if you understand how to use command line gallery-dl works too (however this required programs such as python and a basic understanding of how to use text based programs). Max image URL is also available if you know how to sideload extensions onto chrome. There's prob better programs out there that others might know and these are just the ones that I'm familiar with. (P.S. I don't check these forums often so sorry for the slow replies)
