Small festivals are the best. I'm a metalhead, and the best (outdoor) festival I've ever been to was in 2009 when all that went there were real die-hards, with like 5-600 attendees, and it already started to feel too crowded and less serious when it hit like 1000 goers a year or two later (and these days like 2000), even with the bigger and "better" acts as they had more money to book them. A bit elitist perhaps to look down on those that came when it became more popular, but there was something magical that first year.
