Early submarines fought this way. They'd use guns to fire on merchant ships because torps were a lot less in number and weren't quite accurate, while some shells were enough to set a freighter on fire. Fast gunboats would lack strategic endurance (read: fuel tanks) to operate out long at their speed and also risk being spotted by beasts. Considering how subs can escape simply by diving, it's safe to say beasts have no sonar capacity so they must rely on eyes to spot targets.Kinda kekd at this but submarines are cool. Depends on how advanced surface ship techs are. Considering how mankind's been driven out of seas for over a century, their developments may not be adequate enough. The neck thing is also a new discovery so it's iffy to assume surface ships would know beforehand.
