As much as I love bagging on all the crazy stuff he pulls out of his backpack in the name of it being standard issue military gear, it does specify that this drone is a personal possession. Much earlier Jiei Jo did say that all of his personal possessions that he had on him were also Trucked, which is why he's able to conjure up the sodas and other non-canned meals. That said, the wide variety of food he's already shown having, and now a full drone, makes that one hell of a shopping trip when Jiei Jo got ran over by Truck-kun.
