According to this much more "rough" manga about Shitorari Ichijou that Jiro Sugiura uploaded to his Pixiv in December 2020, the answer is

Spoiler: it's complicated.

Yes, she's a robot but there's a human version of Shitorari who is ill and who spends most of her time in a stasis pod and the human Shitorari and the robot Shitorari upload their memories to each other on a daily basis.

I should add that I'm not sure if that manga is canon to the main manga or whether it's just a very early idea that he had for the character just to make some changes to her backstory later on.

Shitorari in the main manga says that she's not entirely sure why they decided to send a robot to school but in the origin manga, the answer would seem to be "so that the human Shitorari could vicariously experience a normal school life while asleep in her pod".
