This chapter primed me to hate Chloe, and I don't think she's really redeemed herself since the time i previously dropped this. We know that the documents were plenty for the other set of characters when they got them, but suddenly because of who her mom is, it's not as good as what a dog can do.
I have long since assumed she's only interested in her because she is willing to set fires. Love isn't hard to fake for sociopaths in fiction. I actually dropped this series in a few chapters because of how different she started to act, like the author wanted us to forget her initial behavior, because they realized we wouldn't be happy about her going from one abusive environment to a nicer one with an ulterior motive to keep her around. Going from "I have arbitrarily decided you are bad for my business, go back to an orphanage that will kill you" to "aw, shnookums, i'll be your mom forever and ever, and love you unconditionally, suspiciously after you mention commiting arson" is super unconvincing no matter how much the author sticks with it.
Would've been happier if she refused to talk to Chloe again. "Dogs are better than me, you said, so go train one of them." I understand why she was willing to listen, though. She's desperate. And Chloe knows that. And took advantage of that.
