I get where you're coming from, but it lack too many elements for romance. It would be a good starting point, though.
I think the work in its current form focus more on the feeling of cuteness rather than finding someone attractive.
Besides, there is not many indication that the characters would regard the other in a romantic light, and not much devellopement to suggest it would in the amount of pages we've got.
Anyways, if this is all we're ever gonna get, it is fitting that the tag be omitted.
If this is picked up for serialization, though, we'll have to see. I hope it does get a continuation, it was a cute short read, and I could go for more of these characters.
