Can you pick a series up if it is added on Mangadex but still hasn't had any chapters uploaded?

I have another question. I have read the site rules, and it doesn't seem there's a rule against uploading nude manga. But our new translation manga has one scene where the main male (a crossdressing boy) character shows his nipples. It was briefly and not for sexual purposes, but the character is a minor (middle school), so I am wondering if we should censor it or not?

There's no reason to ever censor chapters. The series as a whole has a content rating (safe to pornographic) and that's all that matters, in regards to people filtering out what they don't want to see.

Certainly not the MD rules, it's up to the scanlators themselves whether or not they want to continue when a series gets licensed, there are however a handful of titles where you can't upload in a certain language (e.g. one piece) but in those instances there'll be a note at the bottom of the description
