Yeah, I was also wondering why the scar simply reappeared on his cheek due to re-awakening as himself.
The governor says he had it surgically removed in this chapter, I wonder if that means it was just covered up with plastic surgery, but that still doesn't explain why getting his memories back would restore it. I'm thinking it's just plot convenience.
