So why did he have a reputation as a playboy?

It's decent. The art is pretty good and the paneling makes the story flow well. The story itself, however, falls short as the playboy thread is unnecessary. Feels a bit like a scene resolving it was cut, or the author included it just to create artificial drama (filler) on the way to the conclusion.

Seems like this won some sort of newbie award, so hopefully the next time the author will take a bit more time to polish up the storyline.

I interpreted this manga as "quintessentially shoujo rom-drama".

Nothing wrong with that-- I found it simple, clean, and nice.

So why did he have a reputation as a playboy?

Because he was handsome, presumably. It's like when gyarus are stereotyped as being promiscuous.
