It doesn’t need to be. Most likely, it is made of some kind of fabric, like a synthetic fibre. The point is that demonstrates (if true) that it is possible in principle for water in a bottle to refract the sunlight in such a way as to set something on fire. If the seat was synthetic cloth, it would simply burn a hole, because synthetics do not burn well, but had it been cardboard, it might have simply burned up. I’m sure with some calculations, I could find a set of conditions where cardboard would catch fire reasonably, given that someone already linked a YouTube video to using a water bottle to start a fire.
