Is studying abroad really the right term here? The other school seems to be in the same city.

The original term is "留学" (ryuugaku) which is indeed the term commonly used to mean studying abroad, and in this case, it also apparently means short-term study at a school different from the one you're enrolled in. I am aware it sounds odd when translated directly to English, but I don't really know of an English equivalent for temporarily studying at another regional school (it's not really a thing that comes up often in the manga I tend to read) that also works with Ten's commentary.
