Hi, Cantonese-American here. It's the numbering system for Japanese (as well as Chinese and some other Asian cultures). The Roman numbering system that most of us are used to has a new numerical unit (thousand, million, billion, etc) every three decimal places. The Japanese numbering system has a new numerical unit every 4 decimal places.
