Not taking out the fortress also means leaving a well-supplied enemy force right at your doorstep while sending your own forces far away. The Tibetan forces also have to be able to return along the same path. Not a problem for China since it's not China's forces to lose, but for its "allies" it's something to consider.

Well, the plan hinges on taking the enemy capital by surprise and forcing their surrender. If (big if) the plan goes as expected and they capture or force the king of Kannauj to submit, they won't need to worry about the enemy on their rear.
