Tanabe is not in this chapter. The master I think is probably Wako. We hopefully will find out in the next chapter. Maybe even find out if Daisuke is Mio and Mrs. Makabe is Yuko.

I assumed this was Tanabe Ojou-san, figuring this was another Tanabe Tower, especially with the T mask. But I have to admit it's been too long since I read those - and since I haven't been translating this from the start I don't have my bible to keep track of all this stuff. Wako would work too... though where would she get all this infrastructure? But she is beyond mere human comprehension.

The man in the mask is Tanabe's "good for nothing son" according to Granny. They confirm this in Chapter 52 after reaching his floor in Tanabe Tower. They also confirm he's the captain of Caps Lock (CITY South's rival team) in Chapter 109 when Gongenyama reveals himself to be a spy and in Chapter 158 when Tanabe kidnaps him

For the supposed black sheep he still seems to have all the Tanabe resources to create a Saw trap. Really hope Awari digs into the Tanabe family beyond the "missing" grandfather in future chapters

I don’t know about the master but

Naganohara Daisuke has always been Mio (it’s the name she uses in Nichijou) and Yuuko Makabe was confirmed at the end of the first CITY series

But then I have followed numahachi for ages so maybe I have access to special research
