The Prime Minister's words here are important. He says that just like usual, it's the "capable comrades" who actually make the decisions and his job is to act like he is the one who made the decision, bearing the full brunt of responsibility for it whether it succeeds or fails. That is not a black-and-white statement and isn't as wholesome as you think. He is essentially admitting that he is just a figurehead, and the real power lies somewhere else.
But that statement is actually very realistic, since that's what our own prominent "world leaders" are: both a convenient figure to cling to for those that a policy benefits, and a convenient scapegoat for those disadvantaged by it. The real policymakers are basically untouchable and oftentimes you don't even know who they are.
