And sure enough, they'd probably all (including all countries trying to screw each other over) eventually encounter a class 1 they will need to fight against, forcing them to unite else face total annihilation.
Well you know the standard fare for these stories with mechs. It doesn't necessarily matter how low the mech classes are, they usually are focused on the pilots themselves, like in the Gundam universes. Their main concepts will be the mech can evolve with the pilot. As far as we know, there might just be a hidden lore that the only reason that they only get a certain mech of a certain level is because that said level is the level its former pilot (from the ancient times) was able to reach before they perished.
