So basically, everyone else on the planet essentially has a dedicated reservoir, which pulls from the Sea of Magic, that they can call on. There's a finite amount they can pull at any time, and with a certain flow speed. Like pulling water through a hose.

Ichika just pulls DIRECTLY from the sea, no reservoir required, and she doesn't have a hose, she has an industrial pipeline. Her PERSONAL reservoir is teensy, but she never really needs to use it, so her functional magic power level is, quite literally, 'yes'.
