To the point they sent in a camo agent to pretend to be a civilian JUST to target Maki.

Let me guess, even if this is just my wild guess. I give it a spoiler just in case. No idea if this is correct or wrong or obvious or not.
She's actually the queeny invader thing fuuka explained in chapter 12(???) Her reflection from cover art kinda match fuuka's drawing but with her wing at rest position maybe. This can also explain how we only have 2 chapters left.
