It seems that it has a temporary plate. The intended (legal) purpose for this plate type is to allow a car that's being worked on, to drive under its own power, on a route that you applied for, to a mechanic's workshop. However, in this series (and maybe in real life too), the plates gets abused quite a bit to allow pretty much anything to be driven on the roads legally for a few days without getting pulled over. Of course, that's just while it's driving within the law. The cops will still try to pull you over if you're street racing regardless of what plate you have attached to the car.

This is elaborated on in the series a bit in chapter 78.
