Can't speak about the smell of helium for ballons and parties, but i think it should have one when is treated like in this chapter, nothing says that in future Earth it couldn't have one too after who knows what process, and in case I'm wrong, and probably are, Blue is not a human and his cyber nose can probaly smell it.
And is flammable, translator was wrong at least on that.
