I doubt it. 21.5 was the epilogue chapter. This is just the tank extra bits like the table of content and the covers/design pages. It's probably .51 just because it's not really a full set of different content like a new chapter and it technically sort of "belongs with" the .5 epilogue as the collected bits of things from the tankobon.
It's probably safe to say that this was the last hurrah for this series.
