Bekkou-ame (lit. "tortoiseshell candy" or "amber candy", due to the color) are very simple suckers made of water and caramelized sugar. They're usually sold at festivals, or even prepared as a science experiment in schools.
And yes, one version of the kuchisake-onna story says she loves them and can be distracted with offerings of them.
