So there's no ghost, but yet there's a strange figure appearing before Coconuts and Tou.

I hope they have tortoiseshell candy...

Bekkou-ame (lit. "tortoiseshell candy" or "amber candy", due to the color) are very simple suckers made of water and caramelized sugar. They're usually sold at festivals, or even prepared as a science experiment in schools.
And yes, one version of the kuchisake-onna story says she loves them and can be distracted with offerings of them.

(Also medical masks have been commonplace in Japan for DECADES, it's got nothing to do with the COVID outbreak.)
