The term you're looking for is, I think, Nushi. Though there is also Yezhe which was basically 'Lady of Night Attendance'. Though that's just from what little research I did. If we want to get into the intricacy of Court Politics an Emperor is actually subordinate to his mother, the prior Emperor's wife. So the mom-servants actually outrank Kiyohime!
