I don't think any of these are mutually exclusive actually. The tension between the fact that she's a slut and some kind of real romance budding between her and Gotou and more sex scenes are all simultaneously doable. I certainly think you could criticize the original serialization/Pure Love timeline for making it too easy, for there being no tension at all on the path to romance, but I think Takeda has rubberbanded too hard from that, whether with the teacher in that timeline or replacing every ounce of romance in Gotou with complete horndoggery in both of the retcon timelines. Destroying Gotou as a character means the romance is dead and the tension of the NTR is dead, leaving only the sex. I still wish someone would finish translating the doujinshi so that we could see how the true original timeline played out. And no-one fucking spoil me. Have some fucking self-control.

I also think that Gotous character got destroyed a bit after the redraw. But we cant forget the point that this work is still ongoing and there still is the possibility of a character development for our MC. Perhaps it will happen in this arc if the author doesn't want to stretch it any more.
For the love part I think that it is slightly given. Agawa just does what she likes to do and everyone who read it since the beginning knows it. She is also the only one who had a bit of development after the redraw: having less sex with people, studying, admitting that she went overboard with Akito and jealousy for the MC. She only does not understand yet she has true feelings for the MC and not only because of good and pleasurable sex. Now it is up to the author how he will he play out the developments with the characters in this arc. The problem is that they are to many bad routes that can happen cause of the president and inuaki. But it could also be that our MC will man up a bit. The question is who will be the person to award him for his work.

This only applies if you're already having sex, but if she's not getting it from you then she's getting it from someone else. It also works in reverse.
