I'm gonna need a little bit of exposition here, because apparently the dude is a saiyan "clone", but of whom exactly? He's also currently super weak and can't handle his own power. I feel like clone is the wrong word...
I'm also not quite sure when this is exactly but I guess Dende is an adult, so long after Cell and probably after Buu too, so basically after Z but Frieza is long dead then unless Super happened.
This Red Ribbon seems to be very underwhelming in terms of bio-cyborg technology; well to be fair, Cell and the Androids was Dr Gero's project and RR was already out of the picture.
