Is this a manga thing because I have zero recollection of her brother.

Like I can recall that Matsuda guy as Sato's previous boyfriend who died to a serial bomber who last texted something she couldn't let go. In a similar vein to Takagi's previous police partner Date-san who also died to something.

Did the anime or movie expand more on who the guy was, else why introduce a new character as the sister of a character that's barely mentioned.

She did appear in a case before in manga File 1073 - The Goddess of Wind.

Yeah the side story of the Police academy wild case expanded on them

Well aside from the side story that expanded on all of them, this guy was the victim of the same bombing incident before Satou's previous boyfriend fell to it. He was basically a flashback of a flashback because he was seen when Matsuda thought back to him.

Notice how the fact that they have to change clothes also gives the kidnapper's courier some time to settle in to the restaurant with their good and calm down. Not every mangaka/author would have been smart enough to write in a reason for that so it's not just the case of just keeping an eye on the latest agitated single person to enter who isn't wearing a coat.

The anime expands him a bit further, the Wild Police manga did too. His brother barely appeared in the manga.

Why aren't they trying to break into the phone first, using their authority as the police if necessary? It's just locked, not broken or something.
It's not as simple as it sounds. Can't really just show a phone your police badge and have it unlock. Not sure police could even get the company that produced the phone to unlock the phone for them, either. Looking it up, Apple doesn't even have a backdoor method for law enforcement to unlock phones, and looks like some methods might exist for Android but still hassle. I found an article that US police outsource to digital forensic firms to copy encrypted data from locked phones (which may not be legal under the fourth amendment), and I'd assume Japanese police forces wouldn't have the necessary tools or people to crack smart phones as part of their regular forces either.

Either way, all of those methods take time, while right now the suspect is still in the area and unable to contact any potential accomplices. And every second counts with a kidnapping case like this. So searching the area for the suspect is much faster and more feasible, especially if they can narrow it down like they did here.

When they mentioned that cat looked like "the one Kamen Yaiba's real identity has" I expected a case with the actor from Kamen Yaiba, I'm a bit disappointed but MP cases are fun
