I find the whole discussion of giving her this big, regal air sort of funny seeing as Morning Musume (who was entering their peak at this time) AFAIK never got big on that but through catchy songwriting, being good entertainers and the power of kawaii. Definitely reflects an older generation, more 1980s golden age idea of the idol as being someone and something unobtainable by mere mortals. Also funny given that by the end of the 2000s AKB48 completely destroyed that whole concept with their "idols you can meet" thing, then BiS and the underground idol movement shook up the "idols need to always be squeaky clean" deal.
