So... Men are Pokemons. Kinda want to segue into a joke about how many of them are playing the new Pokemon game despite it being a pretty much middling crap of a game, but I have no clue how to so I'ma just leave it at that.
I still have no clue how they actually managed to turn men into slaves. Especially since it still seems fairly clear that men are portrayed in most cases here as being physically superior in terms of raw physical power, and it isn't as if tools and weapons are locked to women. As for the drugs, they seem to almost turn the men into raving madmen and isn't something that pacifies them but rather stimulates them.
How have they not collapsed with within the first year or two from an uprising? And if they've been celebrating over 100 years of genetic cloning that bypasses the need for a man in the relationship, why do they keep making men? Though the initial chapter seems to suggest for manual labor for dangerous or demanding physical jobs, which there's commentary to be had there.
But this is probably thinking far too much about the author's very obvious fetishes packaged into a what the hell is even happening manga...
And RIP the femboy kid. I think he's cooked.

It was a LOT funnier than I expected but then it got really dark.

Seems to be a mix of men not wanting the conflict in the first place, the women deploying what's essentially a biological nuke that neutered all or most men at once and using drugs for compliance.
And as we just saw, even the men that essentially 'break free' would rather be with women in lawless zones of the country rather than do a full scale uprising.
Also it's clearly a pretty comedic story so the exact hows and whys aren't the point.

These are both guesses that are based on the current method by which they are kept subjugated. But it doesn't really explain well what happened, or rather, we have yet to have any hint of how it happened either so we can't even guess how it occurred, and what little hint was given is insufficient to actually form a clear image.
Mind you, I get it that this is just a gag manga about an author's very thinly veiled fetishes that may or may not also contain some social commentary that may or may not be just be the lazy usage of common tropes and is not actually deeper than just the author's thinly veiled fetishes.
So I'm gonna shove the discussion of the matter at hand in a spoiler box to save space here, but also because it truly is useless to think about when we reach the logical end conclusion.
Suddenly all the males were dominated globally. How does that even happen? Actually is it global or is it regional? If it's regional, what complications do they suddenly have with other countries? Are they capable of fighting other countries? Are there other countries that are severely sanctioning them for having slavery?
If it is global, how did they manage to wrangle 50% of the population to give up their arms, their freedom and their autonomy?
If it is due to drugs, how did that occur? The drugs utilized aren't pacifying drugs, they're stimulants. They look like you're feeding them speed or cocaine or something, not something that makes them calm or docile.
Well it's hypnotism. Then how come the world didn't magically turn into a hentai land and some depraved men used the hypnosis on women? Was there a civil war?
Oh well the women just used powerful tools and weapons. Tools and weapons are just that, they're not locked by whether you have a taco or a chunchunmaru.
Right now we're seeing the result of what? 150 years of conditioning?
Plus, if anything, going back to chapter 3 where it was the declaration of the female victory that ended male reproductive function. This neutering didn't seem to remove the natural testosterone that men create, since we clearly see the women going crazy over the heavily muscular guys. And if anything, the loss of reproductive capability would have actually potentially put women in greater risk and danger of being turned into breeding farm animals for the purpose of ensuring the continuation of the human race.
If it's political power, that's going to be near impossible to wrangle it out. If it's societal power, we are currently seeing it employed to it's maximum efficiency, actually the highest form of oppressive power usage from women unto men was back when we were at the apex of MeToo. Even if we look at the most radical of feminist movements such as the one in South Korea, it's mostly about non-engagement, even though it's filled with misandry.
Honestly, the setting is about as believable as the hentai-land equivalent of national impregnation laws. Which is to say, absolutely unbelievable because no sane world would allow it, and even in an insane world, there would still exist more than enough opposition to push back against it, and it would also never be able to achieve global scale where those rules aren't just centralized within a single nation, but somehow is applied through all nations of different creed, philosophies, culture, values and base religion.
Which is to say. The answer in the end is...

Technically, you could have powerful weapons that are bio-locked to females since they clearly have pretty advenced bio-tech.
There's also the aspect that in a war between men and women, a lot of men would defect to fight for the women, especially if the women didn't start right away with being as extreme as they are now.

Well, there are a lot of questions here if we go solely by the in-story lore.
For example, their tech that allows them to have babies using only women, that means that there's only XX chromosomes. With 150 years later, men should be a goddamn rarity. All women would be birthing children with only a selection between only XX chromosomes, meaning that there is a 0% chance of a man being born. Of course that depends on how they overcame the issue, with a lot of questions to be had. For all we know, the reality is that men aren't actually impotent but instead are being farmed for their DNA and men are still actually absolutely central and essential for the continuation of society's survival, but this would take a whole chapter dedicated solely to lore and world building to explain everything happening up until now which would essentially have to be "Everything that's been world building up until now was just the front facing propaganda". It can be done, but it will need to do a lot of recontextualization.
As for the latter part, a sudden out of nowhere extreme position is unlikely to occur, we can look back to history and even current zeitgeists in society. It's all boiling pots that people have ignored, not sudden out of nowhere revolutions. So again, this setting brings a lot of questions.
All of which can be simply explained with: We're looking at someone's fetish drawn out into paper, it's not intended to be a world with lore and world building that makes sense because the author did not actually care to put in the effort for it to make sense.
