BTW the police doesn't cares how lil or how much mixed you are, you may be half, a quarter, or a sixth black, at the end of the day if you are not white, you are black all the same

Now are mixed people culturally African American? that depends of how closely they were raised next to a black American community, this is why afro caribeans, afro latinos, or people from the motherland, don't share the same values even if they too are black

Race is really a social construct, a narrative tool used to oppress others, same reason why the Irish and Jews are denied being able to claim and pass themselves as white, despite having the same skin color, it is all a construct

Now to address what everyone is thinking, so is Neo then able to use the N word? here's the thing, Neo wasn't raised black, and he is only claiming his heritage when it is convenient for him, so personally until he is ready to own it and be proud of it, i don't think he should use it, and here's the thing the character is written with this in consideration, he doesn't goes around calling everyone nigga, unlike Rex, because he is aware that his status as mixed allowed him to grow up under different circumstances, while he has his own issues, they don't boil down to institutional racism based on his skin color

Black people really overestimate their historical and cultural relevance. Same when it's claimed they "built America" when at the very height of slavery, it contributed only about 10-15% to the GDP at the time. Somehow it's also okay to claim entire later-conceived music genres ackshually originated from black people, but assigning those same 'original' music genres to non-black people because the instruments and musical theory were invented by others isn't. It's this constant, desperate "a black person was involved with that tangentially, so that's ours now" attitude. Groups with historical significance don't need to appropriate achievements of others.

I will not argue what are you doing here because the racial social awareness of this series can be outshined by its main events and plot points, but how you extracted what was presented in this chapter to have this take?
What you are trying to make an ill intentioned point about is literally explored in the first 2 pages of this chapter.

These awareness expositions are about the complete erasure from any positive traces that black individuals suffer perpetually from history. Want an example? In Brazil there is a district called liberdade (freedom/liberty) it was a place to execute and bury slaves, after the emancipation it was a neighborhood where former slaves tried to make a living. Later when japanese immigrants searching cheap housing flooded it, the prefecture tried to advertise it as a tourist place with traditional japanese decorations, nowadays there is almost none of the black history remaining, and what is left is preyed upon.
But now, i bet people like you would say that this is fine and that what matters now is the 'later-conceived' economic value of the region, that black people would be overestimating the impact of their culture in its blooming, the one that raised a burial ground into a community, just be preyed upon.

Its kind of a requirment for writers with a screw loose to randomly self insert their characters to do shit in their works, for example, Chainsaw Man, Baki, "some" Sciherke scenes in Berserk, Xianxia novel MCs randomly nuking Japan, Korean novel MCs randomly nuking Japan and other stuff, so personally my ass thats very far to america both in culture and distance will simply move along like many others like me will do.
