While I agree that there is romantic love there, I would argue that something is not yuri simply because one person pines for another. It it was the main-plot rather than a 3rd-degree subplot played for humor, I would agree. Or similarly, if the feelings were reciprocated by mc (but seems to me like she only considers her a friend), making it an actual yuri relationship.
But for now, it is just a sub-character with a sexual inclination. Only ever highlighted for jokes.
edit: Basically, I am a proponent of the idea that tags should only be used to aid in discoverability.
If someone explicitly searches for the tag, is this
truly what they are looking for? If someone blacklists the tag from their search (or manually avoids it), is this what they want to avoid?
Because what else would they [the tags] be for? What use would tags have if all they did was label the
presence of a concept? Without any distinguishing to what magnitude or the context around it? Without any actionable information for a would-be reader?
It is the same reason tons of stuff on MD tagged "erotica" right now,
really shouldn't be tagged erotica. Because someone seems to be tagging stuff the moment a nipple is shown, or a singular slightly explicit sex scene is included. No matter how much the story is not actually erotica. As if the tag was a "sexual nudity" content/trigger warning instead.
