for Sea and ocean, need coal or dense chemical fuel ...
try refined oil or good quality coal and good stove to resulting good energy ...

having weak fuel boat in Sea is same like suicide unless they prepare to SURVIVAL LIFE in boat ...
eat fish and do rowing, including a lot of sail, etc ... (not to mention not knowing where their aim should be)
