Personallly I think its because some higher up Aliens are aware but they just don't give a fuck. Its like how governments will overlook problems and suffering of normal average people if they get to live comfortably. Who cares if a few thousand aliens are dying if the wealthy aliens can stay safe and away from there but enjoy what earth has to give.
